Toto Finance has submitted a Cardano Treasury Withdrawal proposal of ₳22,000,000, worth about 5 million US dollars at current prices, to build the Cardano Strategic Copper Reserve. The plan: acquire independently verified COMEX Grade 1 copper cathodes, store them in a COMEX-approved warehouse in the United States, tokenize them one pound per token as CuTT on Cardano, and return 100% of the net proceeds from the eventual sale of the metal to the Cardano Treasury within 36 months. If the community approves it, Cardano would become the first major blockchain ecosystem to hold a verified, physically deliverable copper reserve.
Why copper, why now
Everyone in crypto talks about real-world assets. Most of what has moved on-chain so far is paper: Treasuries, funds, private credit. The far larger market is physical, and copper sits at the center of it. Grids, data centers, electric vehicles and defense all run on copper, and the world is heading into a copper crunch: the IEA projects that supply from existing mines and announced projects will fall about 25 percent short of demand by 2035, while a new mine takes close to two decades from discovery to first production.
Tokenization is the tool that can connect that physical market to programmable capital. But a tokenized asset is only as good as the thing behind it. That is why this proposal is built around metal in a warehouse, not a price feed.
What makes this hard
Copper is not a stablecoin. Trading and holding physical copper means dealing with exchange specifications (COMEX Grade 1 cathodes meeting ASTM B115), warehouse receipts and title, assay and weight verification, insurance, storage fees, delivery logistics and the quotational conventions of a market that still settles over days through brokers, warehouses and banks. Every pound has to be identified, verified and protected before it can be represented by a token.
The technical side is just as demanding. A CuTT reserve on Cardano needs a dedicated minting policy that issues exactly one token per verified pound, reserve custody with independent release controls, monthly reconciliation of warehouse weight against token supply, quarterly attestations, annual audits and public reporting that connects warehouse records to on-chain evidence. Toto Finance proposes to evaluate Reeve, the Cardano Foundation's financial reporting technology, for that reporting. None of this exists yet for a physical commodity on Cardano. Building it is the point.
What Cardano gets
A tangible asset instead of another software grant: about two thirds of the request, ₳14,724,409, buys copper. New infrastructure for tokenized real-world assets on Cardano, with a reserve model that other commodities can reuse. A defined lifecycle with a hard 36-month deadline, independent oversight, and a commitment to return all net physical-sale proceeds and any unused or unearned funds to the Treasury. And a first-mover position in the tokenized commodity market, which is still less than a tenth of a percent penetrated against roughly 25 trillion dollars of annual commodity trade.
The proposal is deliberately honest about risk. Copper prices can fall. Only 66.93% of the funds initially acquires metal; the rest covers development, custody, insurance, audits, execution and independent administration. Under full-budget assumptions and a constant ADA/USD rate, copper would need to rise about 49.4% for the Treasury to recover the full ₳22 million. There is no guaranteed principal, yield or profit. The full budget, the controls and the sensitivity analysis are on the landing page and in the 29-page proposal.
A call to the Cardano community
This is a decision for Cardano's DReps and the wider community. If you believe Cardano should be the chain where real-world assets become real, read the proposal, share it, question it, and ask your DRep to vote YES when the governance action is live. The proposal is published for community discussion on Cardano GovTool; the on-chain Treasury Withdrawal action follows after that discussion. Toto Finance will answer questions publicly, publish the on-chain governance action identifier as soon as it is confirmed, and report every step of the reserve from acquisition to Treasury return.
