CoinDesk has reported on Toto Finance's Cardano Strategic Copper Reserve proposal, highlighting a proposed allocation of 22 million ADA (approximately 5 million US dollars) to acquire and tokenize verified physical copper. Its October 23 report examines the economics, implementation costs and potential returns, and includes comments from Toto Finance Founder and Chairman Monty Metzger.
Connecting physical copper with digital capital

Under the proposal, Toto Finance would acquire COMEX Grade 1 copper cathodes held in a COMEX-approved U.S. warehouse. Each CuTT token would represent one pound of verified physical copper. The proposed 36-month program anticipates selling the copper and returning net sale proceeds and unused funds to the Cardano Treasury. Returns are not guaranteed.
Copper: the defining industrial metal of the AI age
Copper is the physical backbone of electrification. Power grids, electric vehicles, renewable energy systems and AI data centers all depend on it. Industrial demand is growing while new mine supply can take years to develop. COMEX Grade 1 copper cathodes have recognized specifications, transparent market pricing and established warehousing, making inventories independently verifiable. For Toto Finance, copper is the starting point for connecting real commodity supply with digital ownership, financing and global liquidity, not a guarantee that prices will rise. Our research feature The Copper Crunch sets out the supply and demand data in detail.
Building the infrastructure for tokenized copper on Cardano
Cardano's Constitution requires Treasury withdrawal proposals to disclose costs, delivery periods and potential refunds, allocate funding for independent audits and oversight metrics, and appoint responsible administrators. It does not prescribe a fixed percentage for copper acquisition. To meet these governance requirements and build a functioning commodity reserve, the disclosed budget covers more than copper: legal structuring, independent verification, custody, insurance, administration and tokenization infrastructure.
The approximately 5 million dollar request is intended to fund the foundation for much larger commodity activity, not simply a one-off copper position. If approved and successfully implemented, the infrastructure could support future tokenized commodity activity worth hundreds of millions and potentially billions of dollars. That scale is a strategic ambition, not a committed pipeline or forecast.
Addressing DRep and community questions
Delegated Representatives (DReps) and community members have questioned the share allocated to physical copper, capital protection and the break-even economics. The proposed safeguards include direct copper ownership by Toto Finance and a first-priority security interest for an independent collateral agent acting for the Treasury. Those protections depend on final legal implementation and do not remove commodity-price, ADA exchange-rate or execution risk.
Beyond the financial outcome, the proposal seeks to establish practical infrastructure for real-world assets on Cardano. Successful adoption could increase tokenized asset value, on-chain transaction activity and, through future DeFi integrations, total value locked (TVL). These are potential benefits, not guaranteed outcomes.
The planned cross-chain architecture would originate the underlying token on Ethereum, lock it in escrow and bridge a corresponding CuTT representation to Cardano. The CuTT copper token would be available on Cardano. This design also aims to make the asset visible to established RWA data services such as RWA.xyz and RWA.io, whose Ethereum coverage is more mature than their Cardano coverage. Inclusion in any tracker would remain subject to its indexing requirements.
Unlike a conventional grant or operating expenditure, the copper reserve would hold a physical asset for an intended future sale, with realized net proceeds and unused funds returned to the Treasury. The aim is to demonstrate a capital-recovery model alongside RWA infrastructure, trading activity and potential adoption by users beyond Cardano's existing crypto-native community. Returns and usage would still depend on execution and market demand.
Will Cardano build the future of tokenized commodities?
The strategic question is larger than whether copper reaches a particular price. Will Cardano help build the infrastructure for a global market in tokenized physical commodities, or watch that market develop elsewhere? DReps can weigh that opportunity alongside the costs, protections and financial risks disclosed in the proposal.
